The Proclamation extends the safeguard measure for four years (the maximum period allowed by law), but reduces its restrictiveness by doubling the volume of the tariff-rate quota (TRQ) on imported CSPV cells to five gigawatts (GW).
The Biden Administration today put imported bifacial solar panels back under Sec. 201 tariffs, after the specialty solar panels enjoyed a two-year exemption from extra duties first initiated by President Biden in 2022.
